The camp’s prisoners would have arrived only within the previous few months. The Library of Congress’s caption notes that internee members of the Boy Scouts and American Legion appear in the foreground, leading the services. One wonders how the participants viewed these services in light of their imprisonment. See more photos from past Memorial Days.
